    Place a large pan or pot over medium-high heat. Add the oil, then the onion and garlic. Cook and stir for a few minutes, then add the beef mince. Break it up and stir-fry until nicely browned.

    Add the bell peppers, celery, and all the spices. Stir-fry briefly, then add the remaining ingredients (beans, tomatoes, etc.). Cover, bring to a boil, then reduce heat to low. Simmer gently for 20-30 minutes until the sauce is thick but moist. Taste and adjust seasoning before serving.
